usage of archive.is in dewiki

There are no links from article namespace to archive.today look at: https today and http today

All links in article namespace should use https://archive.is, there are 8535 URLs at this moment (+2000 since 2016!). Short-urls are softly forbidden, users can add short-URLs (but with soft advice from Filter 182 to use URL-Converter), but this filter will not block the edit.
